The core deliverable. Documents a delivery team can use as written:
- Requirements document with measurable acceptance criteria, per use case
- Data architecture and readiness assessment
- Solution architecture options, with model selection and hosting rationale
- Evaluation and test plan: how you will know it works
- Implementation roadmap
- Change management plan
- Risk register
- Handoff pack usable by your team, an implementation partner, or an RFP

Compliance and sovereignty, built into the plan
Privacy obligations such as Quebec’s Law 25 and PIPEDA, controls on transfers outside the country, and disclosure on automated decision-making are easy to ignore until an audit finds them. A blueprint that skips them puts you behind before you start.
