Implementable Blueprint

Most technology and AI projects fail before the build begins

Blueprint

Organizations start projects with a forty-slide strategy deck and no requirements document. Nobody has written acceptance criteria. Nobody has mapped where the data lives or who can reach it. The delivery team inherits a vision and invents the rest.

LENOEM writes the missing document: a blueprint precise enough that a development team, internal or external, can execute it without coming back with twenty questions.

How it works

Optional first step: Readiness Check

A short fixed-fee engagement. We establish where you actually stand: data quality and location, your privacy and regulatory obligations (including Quebec’s Law 25), your existing sub-processors, and which of your use cases hold up.

You leave with a written diagnosis and a clear recommendation. Proceed, fix first, or stop.

Duration: 2 to 3 weeks

Fee: fixed fee, quoted per engagement

The Blueprint

The core deliverable. Documents a delivery team can use as written:

  • Requirements document with measurable acceptance criteria, per use case
  • Data architecture and readiness assessment
  • Solution architecture options, with technology, vendor, and hosting rationale (including model selection for AI)
  • Evaluation and test plan: how you will know it works
  • Implementation roadmap
  • Change management plan
  • Risk register
  • Handoff pack usable by your team, an implementation partner, or an RFP

Duration: 6 to 8 weeks

Fee: fixed fee, quoted per engagement

Then, if you want it: Delivery Leadership

A blueprint delivers nothing if implementation drifts. LENOEM can run delivery: mobilization, governance, coordination of implementation partners, and accountability through to production. The same applies to a project that was blueprinted elsewhere.

LENOEM’s delivery practice is built on eighteen years of program leadership across aerospace, public transit, fintech, telecom and other regulated industries. See Technology & AI Delivery Leadership →

Compliance and sovereignty, built into the plan

Privacy obligations such as Quebec’s Law 25 and PIPEDA, controls on transfers outside the country, and disclosure on automated decision-making are easy to ignore until an audit finds them. A blueprint that skips them puts you behind before you start.

We design them in from the beginning. Where your data is hosted and which vendor or model you use become documented decisions with a written rationale, because data residency is not the same as data sovereignty.

What the large firms leave out

Consulting firms produce strong strategy documents. They stop at the point where the work begins.

You end up with a vision, a set of pillars, a maturity matrix, then nothing. No acceptance criteria. No data flow diagrams. No retention policy drafted. Your delivery team reconstructs it under time pressure, without the context to do it well.

LENOEM starts where they stop.

Senior-led delivery

Every engagement is led by a senior LENOEM consultant.

Eighteen years in product management, program management and digital transformation, including delivery leadership on large-scale technology and AI programs across regulated industries.

The senior lead who scopes the engagement stays accountable for delivering it.

Who this is for

Enterprises and public organizations with an identified use case, technology or AI, a budget, and no document precise enough to begin implementation.

If you are still deciding whether the project is viable, the Readiness Check is the right starting point. If you already have a plan and want it tested, see Independent Advisory.

Begin with a conversation

Thirty minutes is enough to establish whether a Readiness Check, a Blueprint, or delivery support is the right fit for your organization. No obligation and no prepared pitch.
